"NEW YORK - Hundreds of New York City public school teachers accused of offenses ranging from insubordination to sexual misconduct are being paid their full salaries to sit around all day playing Scrabble, surfing the Internet or just staring at the wall, if that's what they want to do.

IMO: It is all part of the government's plan to "dumb down" Americans. They are not teaching our children how to think for themselves. They are teaching them to be mindless drones who will follow whatever they are told. This will make the US easier to assimilate into the "NEW WORLD ORDER!" They will see it as a GOOD THING and not fight it as they should! Scary!!

Most teachers are way over paid for what they know and do, anyway! They are always taking time off for "teacher education" and are usually paid for it. I remember when a GOOD teacher did their learning on their OWN time and they were better teachers for it.
In the older days teachers "volunteered" to teach and the town paid for their room and board at a rooming house or resident's home in town. They got a small stipend for their own use and were not allowed to be married. (Mostly because family would take up too much of their time, or tie them down, if they were required to move to another town or state!)
I think we should go back to the old way. It was better then. Teachers taught because they LOVED teaching, NOT because they loved the almighty dollar!!
